Methodology note: Conversion rates (10โ€“20%) are estimated based on global skilling-program benchmarks. Hourly rates sourced from Upwork 2026 and Payoneer Pakistan data. Pakistan's current IT exports are ~$4B (FY2026, SBP); the Uraan Pakistan target is $10B by FY2029. These projections are illustrative analyst-style models, not official forecasts.
National Policy Alignment

Delivering National AI Policy Targets (2026โ€“2027)

National AI Policy 2025[10]

  • Train 1 million AI professionals by 2030
  • Develop 10,000 AI trainers by 2027
  • Create 20,000 annual AI internships
  • Establish National AI Fund (ring-fenced)
  • $1 billion AI infrastructure investment

NAAID / NDTI delivers this

  • 1M students = the policy's headline target
  • 300+ TTT faculty by Year 1 โ†’ 10K path
  • Curriculum-embedded, free to all students
  • Reusable infrastructure (NDTI) for any tech
  • University network as permanent national asset
The capacity gap: Pakistan's current sustainable AI training capacity is only 20,000โ€“50,000 professionals/year against a 200,000/year requirement to hit the 1M target by 2030. A curriculum-embedded model is one of the few mechanisms that can plausibly close a 150,000โ€“180,000/year shortfall.
Social & Institutional Impact

Equity, access, and the brain-drain reversal

66%

Of Pakistan is under 30 โ€” largest youth cohort in history[4]

24%

Female labour participation โ€” university-embed reaches women[12]

Tier 2โ€“3

Cities reached via university network (not metro-only bootcamps)

30%

Of GDP lost due to low female participation (IMF 2016)[13]

762K

Workers registered for overseas employment in 2025[23]

$22/hr

Avg rate for Pakistani women freelancers (> men's $20/hr)[15]

Brain-drain reversal thesis: Remote AI work lets talent earn globally competitive dollar incomes while remaining physically in Pakistan โ€” turning the brain-drain calculus into a "brain-gain-at-home" model, provided payment rails, connectivity, and skills are in place.

The NDTI Thesis

NAAID is Phase 1. NDTI is the permanent infrastructure.

A standing network of universities + trained faculty + a national LMS that can deliver ANY future technology to students in 2โ€“3 months โ€” collapsing the "technology-transfer latency" that keeps developing countries decades behind.

Fund the rails once. Teach any technology forever.

Estonia is the canonical proof: the Tiger Leap infrastructure built in the 1990s carried the internet, then digital literacy, then programming (ProgeTiger), and now AI (AI Leap 2025). The same rails, four technology waves. NDTI applies this model to Pakistan.
